Mark the offset values will manipulate things such as log values. Look at
the time stamp with the offset as zero and the offset as whatever is
applicable to your location. You get the extra information from my log file
in the UK [03/Apr/2001:00:00:21 -0100] we are now on BST one hour ahead of
GMT. When you push data into log analysers such as webtrends, they will then
use this to produce the correct information.

The offset also affects products like WAS although at the moment there seems
to be an issue in how its working with the offset in that it isn't. So all
the time stamps and logging I am getting are incorrect it assumes my current
time is GMT [01.03.27 07:46:48:584 GMT+00:00]. The offset value will also
affect email sending as it will not show the correct time information for
sending and receiving in the headers if you use the 400.

I had read that the qutcoffset value should have been changed along with
the system date, with regard to the web server.  We have never adjusted
the value, but have not been running the web server until Feb 2001.
What would the qutcoffset have to do with the web server?  Is it
necessary for the web server to function properly?  We are currently at
v4r4.
