To use these APIs in a CGI application, you must bind the CGI program to
 *SRVPGM QZHBCGI in library QHTTPSVR.

I think the same text has been included in all releases since 1998.  I seem
to recall other statements, but can't remember the specific references.

I'm in support of initiatives to preserve backward compatibility, but this
particular case would not be one that I'd personally complain about.
