I'm not sure. We run a simple web shop, 99% CGIDEV2. No Net.data.

The way I read the documentation, the user profile is switched before the
validation list is processed. So, you should ensure the user you put in UserID
has at least *USE authority to the validation list.

All the other files I need have either public *USE or are part of a
authorization list that QTMHHTP/QTMHHTP1 has *USE authority.

Did you restart the web server? I think that's necessary when updating the
configuration.
