Oh yeah - there are IFS tools on IBM's site someplace, that Changes Authority 
of ENTIRE DIRECTORIES and their sub-directories.  Become friendly with 
CHGAUTALL and a few other FREEware utilities from IBM...

Then it might be a security issue.

wrklnk '/yourwebserversroot/images/'

and check out whether user QTMHHTTP has enough rights for the images.

That's the user the web server uses.
