I believe it's as simple as:
redirect /index.html /PBDWeb/index.html

Or, maybe it's your welcome directive.  Instead of
index.html, maybe you could specify /PBDWeb/index.html

Or you could possibly use the Location: HTTP header in the
index page (if it's CGI) to redirect without the flash.

Why the need for the subdir in the path anyway?  Why not
jet set the home directory to where you want it (add PBDWeb
to the path), or set up an alias to point to the subdir so
it's transparent to the visitor?
