Defer should work in both IE and NS. I think that the problem you are
seeing is because you haven't specified it correctly. In the code you
included earlier your script element looked like this: <script
language="JavaScript" defer="defer">. This will not work, defer should
only contain "true" or "false", so if you change your script element to
this: <script language="JavaScript" defer="true">, it should work.

Thank you for your continued help. 

The <head> portion is generated by AS/400 WSG so I cannot change that 
(or at least I don't know how!).  I have put a defer into one of my 
scripts but it doesn't work consistently with IE and not at all with
NS. 
(but I expect that Walden's suggestions, confirmed by your comment 
below, will fix that. 

But you have taught me something further and I will study it
