WDSC is THE tooling for JSPs.  Everything you could ever need is in the
package.  I'm serious, buy my book.  I don't often actually come out and
hawk my stuff like this, but you need a jump start, and WDSC: Step by
Step is exactly what you need.

Oh, you want CGI vs. JSP.  That's a no-brainer.

JSPs have a number of benefits over CGI, from scalability to performance
to separation of UI and business logic.  For example, you can easily
change the UI without touching your programs.  Yes, you can do that to
some degree with CGI, but whereas with CGI the templates have to be
reinterpreted over and over again, with JSP the page is converted to a
Java class which is then compiled into bytecode by the JSP processor and
then eventually compiled into machine code by the JIT compiler of the
JVM.

Not to mention the fact that you can move your UI processing off of your
iSeries, for performance or security.  You have a lot more flexibility
when your UI is in Java.  Plus you have any number of support packages
easily available for things like URL encoding (making those funny #3F
thingies in your URL) and HTML encoding (making those funny &-thingies
in your HTML).
