If your knowledge set is RPG use CGIDEV2 templates to compose your outbound XML. If you need to parse XML with RPG use my parser wrapper at http://mowyourlawn.com (the XMLSAX one) or go to http://scottklement.com to use Scott's eXpat interfaced parser.

If Java is your knowledge set then take a look at WDSc's wide array of Web Service tooling. There are a ton of wizards that help you get the job done in very short order. Note that after it is all said and done on WDSc end with Java there is a considerable amount of prebuilt stuff that you have to wade through, but once you learn the ins and outs of what is auto produced you can make a lot better use of your time.
