APAR Error Description / Circumvention

DESCRIPTION OF PROBLEM FIXED FOR APAR SE19684 :

  Apache causes EBADF (errno 3450) when running CGI after applying
  PTF SI17010.  Sometimes MCH3601, HTP8081, CEE9901, and CPF24A3
  are all listed in the joblogs.
