Brad,
This was the behavior in V4R5 with the classic HTTP server as well.
I sent IBM a test CGI program to illustrate the issue and they fixed it. They
asked permission to include it in future tests.
This bug appeared again in V5R1 with Apache and I called and then they PTF'd
that as well.
I suppose each release they're going to forget to run the CGI/SSI test program.
The only "new" release I did not witness this bug is on V5R3. Not sure why,
perhaps by the time I go there, they had already fixed the problem <g>.

This is just one way to do it for static web pages and SSI.
 I'm referring to SSI directives that are included in
output generated by CGI applications.

It's like it totally ignores the directive.
