basically the flow works like this...ERQINBOX (click)-> ERQAPPROVE (click)
-> ERQAPPRC(2 calls) -> ERQAPPROV then ERQINBOX

You're telling it to re-load the input from the browser in both programs. The first program uses /COPY PROLOG3 which calls the ZhbGetInput() routine which in turn asks the HTTP server for the data from the browser.

When the second program starts, it does the same thing, it once again uses PROLOG3 to get the input from the browser.

The problem is, the browser input has already been retrieved. With POST data, you can't do it twice! So the second program would likely fail.
