No. Location: is not part of an HTML document, it's an HTTP header. As such, it needs to be in the header portion of the data your program returns (like Content-Type is), not in the data portion.

You should make your HTML template look like this, instead:

status: 302 Moved
location: /cgi-bin/erqinbox
Content-type: text/html

<html>
<body>
  Content moved to <a href="/cgi-bin/erqinbox">/cgi-bin/erqinbox</a>
</body>
<html>
