It let's you call programs (at least when using java) without regard to
where caller is running.

Calling a RPG program as a native method, when you're running on a PC,
doesn't work well.

Using SQL UDF's or stored procedures requires a lot of extra work ahead
of time.  Using PCML is all done at runtime.
