"Zend Core for IBM v.2 Windows x86 with DB2 Express-C" is what you want
to download. Either use the link Jon Paris referenced below or view the
following link,
http://www.zend.com/products/zend_core/zend_core_for_ibm?jsrc=w400 , and
click on the "Download" link on the right side of the page.

You can opt-out from receiving email update.

Another option (you won't have access to DB2 Express in this version) is
Zend Core 2.0: http://www.zend.com/products/zend_core?jsrc=w400. Same
drill w/ downloading and system requirements are listed on
http://www.zend.com/products/zend_core/system_requirements?jsrc=w400 .

You'll need to download PHP from http://www.php.net/ and also set up
an HTTP server.

Rather than use this version I would suggest you download the zend
package that includes both DB2 Express and a pre-configured Apache
server. That way you can use the DB2 support to access you DB2/400
databases. You'll find it here
https://www.zend.com/core/network/channels.php although you'll have to
register with Zend first as this is a secure area. In case you're
concerned about spam it is worth noting that since signing up last year
they have never spammed me - I have only received emails I asked for.

This version and the control panel etc. it uses is the same version used
on the i5.
