Does LR being on or off when the program returns have anything to do
with the
activation group?

If program A calls program B and program B runs in activation group *caller, the *caller activation group still exists, even after program B sets on LR and returns. Setting LR *ON will close your files, but not delete the activation group or clean up the memory allocated to it. However if program A is running in activation group *new and sets on LR and returns, then the activation group used by both programs A and B is deleted.

I call a program with a named activation group (SCHEDULING). The
activation group
is created, the app runs, the app sets on LR and
returns. Does the activation group
SCHEDULING still exist so on the next
call that process does not need to be repeated?

If SCHEDULING is being used by any other program in the JOB, then no, but yes it will be deleted if no other program is using it.
