I didn't intend this thread to be a BLOG of my Net.Data configuration journey, but the following entry in the INI file solved the system errors, and Peter's macro works great, in case any others may be interested:

EXEC_PATH /QSYS.LIB

I learned the clue about the EXEC_PATH directive after reviewing a Net.Data trace, which I configured with the following directives:

DTW_TRACE_LOG_DIR /tmp
DTW_TRACE_LOG_LEVEL SERVICE
