The application was Servlet based, interactive, included a UI for browsing and positioning to student records, and included an option for generating a transcript for individual students. It ran under Tomcat. The servlet was bound to the Jasper Reports runtime engine.

I'm not familiar with BIRT, but will look at the Eclipse site to find out more.

I'm still in the dark, but would be interested in discussing your idea. Consider the example I mentioned about an RPG program, running in batch, posting fees, and needing to generate a transaction listing. What sort of interface do you envision?

I just don't know how much interest there would be around
such a tool which is why I haven't pursued it yet.

The reporting tools market is so saturated with big name players that I tend to want to play in that arena, but I am interested in offering applications to customers that incorporate predefined reports.
