One of the arguments of RPG-CGI over EGL is that with EGL you have to learn another language, while with RPG-CGI you don't. That point has been made by people like Nathan.

With EGL you only have to learn EGL; knowledge of the HTML plumbing is not required, unless you want to learn it. In green screen terms, with EGL you only have to learn SDA, while with RPG-CGI you have to learn the low-level APIs.
