Program there. It seems DB2WWW is a CL PGM, correct? The CL is in the QSYSCGI library by itself. I need to look more and let you know.

Net.Data is part of the HTTP server product, which is based on Apache.
Make sure it's installed. GO LICPGM, Option 10:

Copy program DB2WWW.PGM from library QHTTPSVR to QSYSCGI if it's not
