I would like to maintain the same row positioning but I was sure if this
was something that could be automated. I guess the horizontal spacing
could be handled using either absolute positioning, not my first choice,
or by using element margins calculated by the green screen spacing. A
scrollable list would be a decent start if that is my only option.

Are you trying to maintain the same row and column positions of DDS
defined labels and fields? Or would you rather have a scrollable list
of fields like:

Label ... Field1
Label ... Field2
Label ... Field3
...
