If it is trivial in .NET it is most likely because it is supported by the runtime libraries. It is not in the Java runtime, so you need a third part stack to implement this (and the devil is truly in the details). I have found the Apache Axis to be reasonably easy to make a web service out of an arbitrary Java class.

It might be a good code snippet to wrap a ProgramCall based on a PCML document in a web service? :)
