Just a couple of fact finding questions

How often is the 173000 record file updated, is it at any time or is it an extract file that is created perhaps once a day?

How many columns does the file have and what is the approx total size ( in MB ) on disk?

Would you consider using a technology other than RPG ( which you say you don't want to use ) and net.data?

Even if that solution was Microsoft ASP.NET and the solution ( plus the coding ) was provided FOC?
