Mike on the STRTCPSVR *HTTP command you can "add" some options

in the info center:
http://publib.boulder.ibm.com/infocenter/iseries/v5r4/topic/cl/strtcpsvr.htm#STRTCPSVR.HTTPSVR

scroll down to the HTTPSVR section and look for "Element 2: Instance
startup values"

It looks like you could use:

-c [directive]
Process the given "directive" after reading all the regular
configuration files.

Maybe this would work for you.
