Have you considered using something like a grid? I use jqGrid and have been very pleased with it. I am not much of a web designer, but here is a time card grid that is scrollable (I haven't filled it completely in the shot but it have scrolling/pagination built in):

It also has a Time Clock that shows the punch in/out status of employees and uses the same control.

Again, I am not a great designer but these grids are functional and easy to create.
Is this close to what you were looking for or do you have to have an embedded spreadsheet?
