It seems to me that you are discussing a feature that is "nice to have"
but
in 99,99 % of programs are useless/irrelevant and besides that (if you are

using ExtJS) would be implemented as a standard if the need was there for
it.

Press F12 in ie8 and take a look ...

That's interesting. I activated the IE profiler. Then hovered, clicked,
and dragged the scroll bars around for a few seconds. Then took a look at
the profiler report. Less than a couple dozen events were triggered.

Then I did a similar exercise with an ExtJS grid, where the profiler
recorded a long list with tens of thousands of JavaScript events - in just
a few seconds.
