Technically - not so. In reality (and for the OP) - yes. :-)

You determine (in the configuration of the Apache server) which 
documents should be scanned for SSI directives. The "norm" was to 
identify these documents with an extension of .shtml. But if you want to 
include a standard header/footer on every page, then you would specify 
that all documents with an extension of .html should be searched.

Apace configuration requires:-

Options +Includes
AddOutputFilter INCLUDES .html


I think the concerrn about the SSI overhead is from many years ago with 
slower servers and slower transmission speeds. I use SSI for this 
header/footer method on the systemideveloper.com site (running off an 
iSeries on V5R3) and have never noticed any type of performance hit.
