I understand that the development partner discounts are for ISVs who are
developing approved products that help sell IBM systems, but I was not aware
that www.idevcloud.com would not qualify. I just thought it should be
considered. I don't recall all the restrictions, and have not been able to
locate a copy of the agreement, but I do understand that the devil may be in the
details. The main restriction that comes to mind had to do with only using the
box as a development platform as opposed to a production one.

Regardless of software licensing, it seems to me that the biggest cost by far,
perhaps 80% would be the time value or salary of good system administrators. It
takes time to support say 30-40 tenants. It's not that I'm ignoring the cost of
hardware, software, and physical facilities; I just think they need to be put
into perspective.

Even under that program there are restrictions in the Terms and
Conditions that would have prohibited us from building the offering that
we did. The Ts&Cs are not nearly as straight forward as you are
intimating. That program assumes you are going to produce a product
that will help sell IBM i, a reasonable thing from IBM since they are
giving you a significant discount. There are other parts of the Ts&Cs
that come into play with that program that would put restrictions on
what could be done with it. With all things the devil is in the details.
