I'm guessing that some classes used by Websphere are interfering. All of
our Axis2 web services need to be configured this way with PARENT_LAST
class loading since Websphere seems to have outdated parsing classes in
place that cause errors.
My preference is to have parent classes loaded last anyway. It seems more
intuitive to look at the web app first and then drop to the container next.
