All available IWS Scripts are located in directory
/QIBM/ProdData/OS/WebServices/v1/server/bin and should be invoked from QSHELL similar to your below examples.

Based on your examples I think you are most likely looking for the

/QIBM/ProdData/OS/WebServices/v1/server/bin/stopWebServicesServer.sh

and

/QIBM/ProdData/OS/WebServices/v1/server/bin/startWebServicesServer.sh

scripts. If you call them from a QSHELL session with the -help parameter it will show you some help text.
