Maybe I'm slow, but what will CGIDEV2 give you? Do you still want the final email to be plain text, or are you saying that you want to switch to HTML email, or something?

We send a lot of our utility bills via plain-text email. Previously, I just
built a string with the text and sent it out. Things are changing and I
think it might be time to look at CGIDEV2 or equivalent methods so I can
have a text file with the core message in a template and just replace the
few fields that I need to insert in the message. We have two different
messages one for those that are on auto-pay and on for those that are not.

What is out there? What isn't too difficult to get going? I have limited
time to work on this as it came in due to customer inquiry but should be
done. What has low to no cost?
