I am developing a utility that I would like to distribute. The problem I

I have considered CGIDEV, PHP and others, but I am always left with the
overhead of trying to get "other " software installed so that my software
will run. This has left me with the need to keep what I can local. Using the
base API's goes a long way to achieving the goal. In this way I reduce the
external problems and licensing issues.

The question remains: How do you achieve a simple and single install when
distributing software?

CGIDEV2 as Kevin has noted is just a single service program which can be incorporated into your own deliverable. ALl you would need to do is run a check during install to make sure it wasn't already there. Or for that matter just rename the Service program.

Kevin knows of what he speaks, CoralTree include CGIDEV2 in Renaissance. As for that matter does powerExt and I suspect several other packages. In other words it is a no-op. It will take much less time to work out how to add it to the package than you have spent trying to understand the APIs.

As to Brad's comment we'll just agree to disagree. If I have nothing better to do I like to dig under the hood and see how things work. But when I need to get a job done I'll use the work of others who have gone before me. Sorry Brad but I see no virtue whatsoever in reinventing the wheel for the sake of it.
