Still no success. I created a CL program (named ND001) with the following two commands:
ADDENVVAR ENVVAR(QIBM_MULTI_THREADED) VALUE(Y)
SBMJOB CMD(QSH CMD('/DOT/NODE/START.SH')) +
JOB(NDWSA) USER(KCOOKSON)
I tried calling the ND001 CL program from a command line (CALL). I tried submitting the ND001 CL from a command line (SBMJOB). I'm still getting the signal 5 error in both cases.
I don't get the signal 5 error when I add the environmental variable in an interactive session and then use an interactive qshell session to start the node program. So I know it works in an interactive session.

I would think so. Use SBMJOB to submit a CLLE program - set environment variables there - then call QSH from the CLLE program and pass the reference to your .sh file.
