Using ibmiperzl can make python 2.7 install as simple as the following:

$ cd /QOpenSys/download
$ ./wwwperzl.sh aix61 wget python-2.7
$ ./wwwperzl.sh aix61 rpm python-2.7

IBM gave us Python 3.

As others have mentioned, there is a huge code base of Python 2.x and a
good portion of that code requires some changes before its Python 3.x
compatible.

From node-gyp Github page:
On Unix: python (v2.7 recommended, v3.x.x is not supported)

So it looks like you may not be able to use this tool unless you get
Python 2.x installed and you will potentially have to do that directly into
PASE since IBM only gave us Python 3.x through 5733OPS.
