I have to say this is a very serious and urgent issue for us.   We are imminently delivering a software release to a customer, and part of that release requires their IBMi to be fully up to speed with node and npm.   They are awaiting our instructions so that they can do the necessary installs on their box, but we cannot provide them because the latest version simply does not work.
There are two issues:
1) The node issue described below
2) The npm issue, where it creates a cache of the packages you install in the /home/user/.npm folder, but cannot access it on subsequent install attempts.
We currently have PMR 68756,999,866 open, but the responses are less than useful to be honest.
