As far as I can tell, Node4 is not yet available on V7R3. I have
looked on several V7R3 systems and "Node4" is definitely not on there.
When I run:
node --version

on V7R3, it reports 10.29 ....

Since the support for Node4 was just released, as far as I know, there
is no way it could have been included in V7R3, which was "canned" for
distribution several weeks ago.

Apparently someone needs to get after the team that packages support for
Node4, to find out why they have not yet created PTFs for V7R3.
