If you plan on deploying to Windows then developing on Windows is fine. If

Ha ha, well, Windows will be an equal PITA as much of this stuff is as
foreign there as it is on PASE, though there are more people working to
address it in Windows. Only Linux would offer reprieve, and even then the
same errors exist on Linux.
This is where you will quickly learn to see the value/reason of the
ibmichroot project. Right now you most likely have a muddy base of PASE
(lots of stuff installed, lots of devs doing different things, stepping on
each others toes). Using ibmichroot you can create what I like to call
"IFS containers" where only the things you explicitly declare to be copied
will be copied into the IFS container (aka chroot directory).

/opt/freeware/doc/
My shows make-4.1 in the listing.
Next question, is the directory you're doing this from being
journaled? I ask because I've had obscure issues** with Git because
of journaled directories. It's a far fetch in this case because I
don't believe "gmake -v" would be using mmap, but the below link also
describes (somewhat
exhaustively) how to debug PASE issues using dbx.

Unless IBM has changed defaults of the Node.js install, you never
want to install using the "-g" option as that will put it in IBM's
Node.js folder which *could* be wiped out in the future. I usually
install local to the current project (just remove -g option) or
change the default global location to be in my /home directory.
What does "gmake -v" produce for you? Below is what I get. SO
posts state gmake 3.80 had this issue.
% gmake -v
