Do you have any ScriptAliasMatch directives to map requests to say /cgi-bin
or something else to your CGI library?

I first wouldn't put things in QGPL, and second wouldn't use the direct
path in the URL.

What you should have is:

1. A ScriptAliasMatch directive to point requests from a virtual path to
the actual library:
ScriptAliasMatch ^/cgi-bin/(.*) /qsys.lib/cgilib.lib/$1.pgm

2. A directory container to set rights, etc to the library:

<Directory /qsys.lib/cgilib.lib>
allow from all
order allow,deny
Options +ExecCGI +Includes
SetOutputFilter Includes
</Directory>

So, if you had a program named MYPGM in library CGILIB, you'd request it
with:

/cgi-bin/mypgm
