That appears to be how to change the CCSID of a stream file, not view or
change the CCSID of a directory.

but be aware that it dosn't use the ifs files CCSID like native does.

- hex
- ucs2/ucs-2/utf16le/utf-16le
- utf8/utf-8
- latin1 (ISO8859-1, *only in node 6.4.0+*)
