That appears to be how to change the CCSID of a stream file, not view or
change the CCSID of a directory.

CSSID 819 is ISO 8859-1 ASCII and node/javascript engines runs
--"encoding"internally (seldom UCS-2) and store files as UTF-8 as default so thebecomes
correct CSSID would be 1208 but since CSSID is IBM i only the files
the directory's CCSID.
Anyway - here are a list of encoding supported by fs property
----------but be aware that it dosn't use the ifs files CCSID like native does.
- ascii
- base64
- binary
- hex
- ucs2/ucs-2/utf16le/utf-16le
- utf8/utf-8
- latin1 (ISO8859-1, *only in node 6.4.0+*)
