And those options normally cause translation to occur.

But the whole thing is a bit strange because JSON is supposed to be written in Unicode (UCS2) and yet the file has been specified as being page 819 which is ASCII.

Can't help but wonder if it is working almost by accident.

These two lines are very questionable...

You should be opening the PDF as binary...not TEXT...
