I don't think Booth can open a PMR. Previously I believe I've seen a V7R1
OS level in the posts.
So in the end quite a few of the issues may be related to that alone, and
not to things not working. V7R1 was how many years ago (2010) , and V7R3
(2016) has been out for some time now. Just a few things have changed in
the last eight years......

Booth, If you continue to have issues, open a PMR. The Services team is
very good at helping determine whats gong on. Assuming all the latest
PTFs, and using defaults, I know this has worked for many.

and all of them using only REST)
I migth suggest to verify PTF level, usually the HTTP group but not
only
since the service relay on many components.
