Yes - but what are you going to do with the result?

Click it and the tracking number gets sent to your RPG which then calls the tracking web service and returns the result.

Or have the click picked up by Javascript on the page and have that make the request an format the result

Or ....

It can be done with just an anchor and can include anything you like in the URL and/or query string. e.g. <A href="http://www.partner400.com/rest/custdetail/12345 <http://www.partner400.com/rest/custdetail/12345>"> Check Customer Status </A>
