The customer has security auditing enabled and they are not showing and
AF records. I don't think this is a security issue.

That all sounds right. I don't have a cgi setup running right now, so Ican't test. I don't think we ever used AUTL for any of our CGI stuff, but I
can't think of any reason why it wouldn't work. You could try granting
specific user authority to all the profiles and see if that changes it.

I have an application that is in use at several customer sites with no
problems. One new customer reports that they configure the HTTP server
instance per our instructions and then start it successfully. The test
page comes up fine in the browser, but when they try to exercise the
application, it fails with an "Internal Server Error". There is nothing
showing in the server instance joblogs, but the error log shows the
following errors:
ZSRV_MSG0947: End of script output before headers: File name is
confidential information, belonging to the sender that is legally
AH01215: CHDIR TO /QSYS.LIB/IEMLIB.LIB FAILED WITH ERRNO 3401 FOR CGI
/QSYS.LIB/IEMLIB.LIB/IEFILR.PGM: /qsys.lib/iemlib.lib/IEFILR.pgm
Since this is working OK everywhere else, I'm at a loss to explain why
it does not work at this one specific site.
Any suggestions?
