I think Nathan is right on with the actgrp(*new).

A product I develop and support always hits an initial endpoint pgm from the Apache instance. We have allowed the ability to set a libl based on http request parms, at that level for the job along with actgrp(*new). No problems.

Your issue is obviously as you have already stated, Is that you hit a SP right off the bat.... yeah... yuck.

From my understanding with Apache admin (which is very limited) is that you ha e the chance to set an initial libl that will apply to every instance.

Curious myself now.

You can solve the "soft lock" problem by using ACTGRP(*NEW) on the CRTPGM
or CRTSRVPGM commands, although that would add some latency and overhead to
the web service.

We provide separate HTTP server instances for hosted organizations which is
another way to individualize their library lists. I can think of other ways
to individualize library lists, but each one has pros and cons.
