Thank you all for the comments. ACTGRP(*NEW) was one of the first things I
tried and it's still in effect. The ILE RPG application is conceptually a
service program and is called thousands of times a day; fortunately,
performance overall has not suffered noticeably.

As of right now, the messy combination of library list modification and
ACTGRP(*NEW) in both the stored procedure's service program and ILE RPG
application seems to be holding up. But it's not helpful when you get
three error reports in a three-hour period only to find user error as the
cause in all three. I will take user errors all day...

</VirtualHost>

Is often used to enclose and conditionally declare Apache directives for
different ServerNames.

One could experiment.
