There are a number of services that for a fee (usually small) will provide this kind of service. We have used Monitis for several years and fond it works well. There are also a few free services but we found them too unreliable.

Alternatively you can always write a bit of Python/PHP/node/whatever and run it on a cloud service somewhere that will periodically query your site/service and take appropriate action.
