Most of the suggestions you have been given have a strong RPG orientation. Including Profound UI as Scott mentioned.

If you have $s available for the project then for sure you should look at Profound, CNX, Rocket, Fresche, etc. etc.

If you have no $s then personally these days I would look to using PHP/Python/node.js for the front-end with RPG and SQL on the backend. That is the route many customers are going in part because training an RPGer who has used nothing but 5250 interfaces to really program for the web (as opposed to just producing massive browser based green screens) is not a trivial task. It is just a different paradigm.
