AS/400 based fax solution

We are still running the Fax for Domino product.  Alas, this 
requires an NT server.  Probably due to the special cards going 
into it.  We use Brooktrout.  This gives us dialout via built 
in modems on the cards.  What these cards also give is is Direct 
Inward Dialing, or DID, capability.  Therefore we have a bank of 
40 phone numbers feeding in on two lines into the cards.  You 
dial my fax number, it goes onto one of the two lines, into one 
of the cards in the PC.  From there it appears as a TIF attachment 
on a Notes email sent directly to me.  This is all well and good.  
However the NT, (remember Nice Try?), locks up repeatedly.  The 
CEO is pushing to move from a PC based solution to an AS/400 
based solution, (ain't this a great place to work!).  However I 
am not sure if the 400 has the right mix of software/hardware to 
support this.  For one thing I can't purchase a Fax for Domino 
product that is 400 based.

IBM suggests integrating FAX/400 with Domino.  They talk about 
this in a redbook available at

My biggest concern with this is a belief on my part that this 
would require either:
1)  TSI routing.  This would route based on the little phone 
number or description that prints at the top of the fax.  I don't 
like this because normally it is the senders phone number and we 
have the same sender sending to multiple destinations within our 
company.
2)  Tone routing.  Is this a matter of punching tone buttons after 
the fax modem starts squealing?  This sounds like manual faxing to 
me.  This would be unacceptable for the majority of people who fax 
to us.
