Thanks! I went through all of the authority issues and technotes at 
Trend's website. Per their technotes, I have my temp directory for all 
services pointing to: "/LOTUS/DOMINO/hqmail01/smln/smtemp/mailtemp/". 
Every directory along that path has QNOTES and QSECOFR (according to 
Trend's website) with RWX authority and *ALL object authority. I just went 
back and signed all the ScanMail databases and I still cannot block 
attachments by extension so it wasn't an issue with database signing.

I'm on V5R2 Domino 6.5.1.
