Have you tried the mail journaling available in R6 instead of the rules in 

the mail file? I haven't tried the mail journaling yet. I think it can do 
a lot of the same stuff but at the mail.box level.

We started out using the mail rule & found it to not work all the time
either, so now we just put the email address in the forwarding address in
the person document.

Works all the time & does not leave mail sitting on our server, maybe a
requirement for your situation??.....

We have a user who's external account is something like
jackjillsmith@xxxxxxxxx
Whenever they receive a Notes mail they want to forward it on to their
outside account.  Therefore they have set up a rule

When:
 To contains Jill Smith
send full copy to jackjillsmith@xxxxxxxxx

Sometimes it works and you'll see in the log.nsf, mail part:

Smith/OAKFARMSCHOOL@OAKFARMSCHOOL to jackjillsmith@xxxxxxxxx

It's at least trying so it's not like the When condition is not being met.
